You basically never want to use her alongside (backrow) Vestal since backrow Vestal takes on all your healing needs in exchange for being quite terrible at anything else. If your party doesn't need an off-healer, then there's minimal reason to take her over another class. Arbalest is a pretty straightforward class: she's an excellent off-healer and decent in a mark party.
